Why are countries paying ransom to pirates?

This date does not make sense to me. People who sail in these waters, know what they get before they start their trip. When you pay ransoms theses you only encourage the pirates.


Most countries wont let armed ships in their ports and seems it is not PC to slide pirates.Pirates attack ships over because they know they can get away.
